Information and Communication Technologies spreading in every domain and the alphabet ‘e’, means electronic preceding everywhere for example, e- Shopping, e-Commerce, e-Services, e-Learning etc. T hat means, the time has come to gradually transform from conventional stage to electronic per iod. Electronic learning is a way of learning where an individual can learn on their own without a teacher’s presence. An eLearner can find any piece of information with speed using internet technologies. As we know that education segment contributes a vital role in promoting econo mic growth rate to its nation. To promote education, many Universities offering higher educat ion via distance mode. Distance Education Council (DEC) acts as statutory authority to monito r Distance Learning Institutions (DLIs) in association with Universities Grants Commission (UG C) in India. The Andhra Pradesh Open University, currently known as Dr B R Ambedkar Open University, Hyderabad and Indira Gandhi National Open University (IGNOU) are two best examples to name State Open Universities (SOUs) and National Open Universities i n India. The hypothesis of this study is that Open and Dista nce Learning Institutions (DLIs) not attracting students as compared to conventional Universities. If ICTs may be used effectively this scenario can be changed within no time. People who want to s tudy their higher education, approaching conventional Universities but not showing interest to join Open or DLIs. Other perception is that conventional Universities were given first priority when compared to distance educations. This implies that there is a dire need for DLIs to intro duce innovative programs using ICTs. Typically, DLIs should provide ICT based curriculum design, institutional policies, content development, library and Student Support Services ( SSS). According to N R Madhav Menon’s Report 2011, it estimated that over 36 lakh (21.9%) students studying in distance mode, against 126 lakhs in conventional Universities in 2009-10; of this, 6 to 10% studying in DLIs and 10 to 15% in SOUs. Thus, implementing ICT based counselin g, tutoring, instructions, advice and assistance, proper information; financial and human resource applications will be of tremendous help to students. One example is that providing int ernet payment gateway to avoid DDs/cheques/cash transactions; and introducing onli ne admissions, attendance, exams and results etc. The focus of this paper will follow em pirical method based on secondary data available on several University websites to address effectiveness of ICT initiatives in delivering Student Support Services (SSS). The study will also explore on various eLearning in itiatives... EDUSAT by Indian Space Research Organization (ISRO); National Mission on Ed ucation through ICT (NME-ICT) setup at IIT Bombay and National Knowledge Network (NKN) set up by National Informatics Centre (NIC); MANA TV by Dept IT&C, GoAP and Dr BRAOU’s Doora Vidya Paathaalu in DD Sapthagiri TV channel etc. Keywords: student support service, open and distanc e learning, eLearning Full paper: pdf Centre for Others |
